Racial earnings inequalities in the United States diminished significantly over the three decades following World War II, but since then have not changed very much. Meanwhile, black—white disparities in employment have become increasingly pronounced. What accounts for this historical pattern? Sociologists often understand the evolution of racial wage and employment inequality as the consequence of economic restructuring, resulting in narratives about black economic fortunes that emphasize changing skill demands related to the rise and fall of the industrial economy. Reviewing a (...) large body of work by economic historians and other researchers, this article contends that the historical evidence is not consistent with manufacturing- and skills-centered explanations of changes in relative black earnings and employment. Instead, data from the 1940s onward suggest that racial earnings inequalities have been significantly influenced by political and institutional factors—social movements, government policies, unionization efforts, and public-employment patterns—and that racial employment disparities have increased over the course of the postwar and post-1970s periods for reasons that are not reducible to skills. Taking a broader historical view suggests that black economic fortunes have long been powerfully shaped by nonmarket factors and recenters research on racial discrimination as well as the political and institutional forces that influence labor markets. Pp. xxxi + 570. $ 39.95.Almost fifty years of letters to and from the very diversely brilliant James brothers: in this volume a generous, and probably ample, selection of 216 from a total (...) of 740 surviving letters or postcards, from an original total, according to the present editors, of twice as many. This volume of correspondence reflects the deep, unquestioned, unshakable familial (and virtually statutory) closeness of William and Henry who happened, as adults, to be seldom in the same place. There is, it must be said, very little explicit philosophy, narrowly or broadly defined, in these letters, but the philosophical reader will—or ought to—find much raw material for philosophical reflection. For example, a reasonable historicist thesis of how brotherhood, or family connection generally, plays itself out is supported by these documents. The nineteenth century is not the same as the twentieth. For example, here is William’s comment on the will of his sister, Alice, who left more to her companion and care-giver, Katherine Loring, a [End Page 479] women of extraordinary virtue and burden, than to her brother Robertson: “I can well sympathize with Alice’s desire to leave her something handsome; but I must say that her own consent (being apparently privy to the will) strikes me as tant soit peu lacking in delicacy. Surely no one of us would like to be in such a position in her family or any other” (271). This would be, in 1998, a rather unenlightened and ungenerous attitude, but is natural enough in 1892, even if not quite inevitable, not being shared by Alice herself. There is, incidentally, much discussion of wills and bequests, for the Jameses were of the genteel class, people with small family money and modest private incomes for whom the wherewithal to maintain homes with servants and to provide themselves with country houses and recuperative European vacations was always a faintly embarrassing, and occasionally a pressing, problem.It is probably also true that the much-discussed question of Henry’s homosexuality has, somehow, to be recast in historically relative terms. Here is an early report—1869—of Henry’s from Oxford: “As I walked along the river I saw hundreds of the mighty lads of England, clad in white flannel & blue, immense, fair-haired, magnificent in their youth, lounging down the stream in their punts or pulling in straining crews & rejoicing in their godlike strength” (41). This could not, the point is, be said by anyone, gay or straight, in 1998. Yet Henry is neither generally naive nor uncritically anglophile. He says of the Warwickshire scenery, which in a way he likes, that it is “too monotonously sweet & smooth—too comfortable, too ovine, too bovine, too English in a word.” And he adds, a little surprisingly: “It seems like a vast show region kept up at the expense of the poor” (41). This is only one of many appealing comments not sparsely scattered, but unpredictably, in letters of more ordinary news. Here’s one I liked occasioned by seeing theater in Paris: “We talk about it & write about it & criticize & dogmatize & analyse to the end of time: but those brave players stand forth & exemplify it & act—create—produce!” (66).Of course the “wit and wisdom” are not the monopoly of Henry. Here is William being wise: “We all learn sooner or later that we must gather ourselves up and more or less arbitrarily concentrate our interests, throw much overboard to save any” (55–56). In _A Philosophy of the Unsayable_, William Franke argues that the encounter with what exceeds speech has become the crucial philosophical issue of our time. He proposes an original philosophy pivoting on analysis of the limits of language. The book also offers readings of literary texts as poetically performing the philosophical principles it expounds. Community-level legal and policy innovations or “experiments” can be important levers to improve health. States and localities are empowered through the 10th Amendment of the United States Constitution to use their police powers to protect the health and welfare of the public. Many legal and policy tools are available, including: the power to tax and spend; regulation; mandated education or disclosure of information, modifying the environment — whether built or natural ; and indirect regulation. MARSHNER Christendom College Front Royal, Virginia AMONG THE questions dealt with in the Prima Secundae are those of what moral goodness "is" and on what basis it is attributed to some human actions but denied of others. Aquinas's answers are currently a matter of contention between the proportionalists and their critics, as is his answer to the question of (...) how human actions are classified. The presentation in the Prima Secundae does give rise to problems, thanks in part to Aquinas's pedagogical procedure. That procedure can be described as bit-by-bit exposition. Rather than set forth his whole view of a topic in one place, in a synthesis of some sort, and applying it piecemeal thereafter as subsequent questions may demand, the Common Doctor keeps his whole view back, exposing no more of it than is needed to resolve the particular issue at stake in a given article. The result of this, quite often, is that qualifications crucial to a fair comprehension of what he holds are scattered over places far removed from each other. Because what he holds on the classification and evaluation of human actions consists of several parts, each complicated, and all connected, his solution is unsuited to bit-by-bit exposition. Genuine doubts as to what the parts are, and how they come together, can arise. The purpose of the present paper is to present a synthesis that lets the whole picture emerge; as it emerges, certain attempts to read Aquinas in a manner supportive of the proportionalist position will be shown to conflict with the design of the whole. In his preface to qq. 18-20 in the Prima Secundae, Aquinas 347 348 WILLIAM H. MARSHNER describes their subject matter as the goodness or badness (bonitas vel malitia) of human actions. These abstract nouns are derived from the corresponding adjectives, "good" and "bad," and the very first thing Aquinas tells us (in the first sentence of q. 18, a. 1) is that "good" and "bad" are to be asserted of human actions in the same way as they are asserted of other things.' So how is that? A BACKGROUND TOPIC: 'GOOD' AND 'BAD' IN GENERAL If one should take up any item at all-an apple, a shoe-and say that the item is good, would one be purporting only to describe it as it is, or would one be purporting also to evaluate it in light of how it ought to be? Differently posed, does a proposition of the form "x is good" represent a product of speculative reason alone, or does it include an element, at least, from practical reasoning? Recent analytical philosophy is quite clear that the latter option is correct. "Good" and "bad" are terms which express evaluation rather than some sort of disinterested, theoretical description. 2 Aquinas can be read, at least, as holding the same view. In a text in which he defined a completely general sense of "good" (more general, for example, than just "human good"), he said: ratio boni est quod aliquid sit appetibile.3 To make out what this dictum means, two remarks are in order. First, the ratio of a term "T" is the reason anything is called T. Aquinas identified it as the aspect of things which the mind grasps and signifies through "T."4 He meant the aspect which would be "what it takes" for a thing to merit or verify the term, in case the term is applied to it. Intellectuals such as William James and Aldous Huxley have thought it possible to develop a technique to apply to this world the mystical-type insights gained during drug-enabled experiences. Particularly, Huxley claimed that the visionary experience triggered by psychedelics could help us rethink our relationship with technology and promote a much-needed cultural change. In this article, we explore this hypothesis. To do so, we build a philosophical framework based on Günther Anders's philosophy of technique, presenting human beings as morally blind when (...) facing technological development. Mystical experiences are then proposed as a means to improve our moral faculties—and psychedelic drugs as tools to enable them. We finally explore the empirical feasibility of such a hypothesis by thoroughly reviewing the recent scientific literature on the nature of the psychedelic experience, concluding that the long-term effects in the personality domain openness and in nature relatedness point to the emergence of a morally improved agent, thus providing substance to an application of mysticism. The volume Songs of Degrees: Essays on Contemporary Poetry and Poetics represents the (...) first time that his various critical articles have been collected into a single work. Of the eighteen essays, all but one were previously published in various journals between 1975 and 1989; the eighteenth is an essay or “A Preface” on one of his own collections of poetry, Peace on Earth. By addressing his own poetry, Taggart’s volume cleverly includes himself as poet in this study of what he considers valuable in a work of art. [End Page 398]Finding a poem to be a simple composition of words (principle) and an image suggested by that composition (process), Taggart adopts the title Songs of Degrees from Louis Zukofsy’s seven short poems published in 1956 as Some Time. A song is then a poetic form, a continuing complete statement which actualizes the separate entities (words) of its expression. However, and most importantly, a song does not begin as a visual report; rather, a song moves towards being visualized. Consequently, everything depends on technique and everything turns on its structure, as the mind coordinates the information received by the eye. Degrees, then, emerge as variations of consonance and dissonance or word-sound functions. To write down is to compose; to compose is to create. Hence, a song of degrees is both an actual object and a metaphor for that object.Under the poetic of objectivism, Taggart’s essays are primarily concerned with poets whose work is in accord with his own: George Oppen (three essays), Frank Sampori, William Bronk, Louis Zukofsy (three essays), Bruce Andrews, Susan Howe (two essays), Robert Duncan, Charles Olson, and Theodore Enslin. Taggart demonstrates here that he is a sensitive and intellectually alert reader. These essays on criticism are in actuality essays on Taggart’s concept of poetics. Implicit is Taggart’s bias as an objectivist poet who insists that poetry has a spiritual value in the visionary tradition of Robert Lowell and Robert Duncan and to an extent Wallace Stevens.But perhaps of even greater interest than Taggart’s superb readings of his poetic colleagues—and it can be justifiably argued that perhaps only Taggart can read these poets with the sympathetic eye that they deserve—is the inclusion of three essays on other arts: dance (Trina Collins), stained glass (Mark Rothko), and jazz (John Coltrane). By including these essays with those of literary criticism, Taggart expands the terms poetics and poetry to any text or object which is a moving line and complete at the same time. Form comes from language; language is then based on experience, not belief, and the resulting image is what is revealed and reflected, what is seen. A work (poem, song, text) is valuable because its visionary imagination captures the collective conscience to regain spiritual ascesis. The process of objectification is the metaphor or song, which emerges in degrees of interaction. The song has substance, it is tangible, and it has an objective existence of its own. To be critical is to objectify the composition or structure at hand. Critical is another term for technical, and indeed it is the technical aspect of writing poetry which Taggart so deftly elucidates in his volume of essays.For anyone interested in objectivist poetry, Taggart’s collection of essays is mandatory reading. His insights into this kind of cerebral poetry are invaluable, for he blends appreciation with analysis, information with inspiration, and logic with imagination. ABSTRACT This paper examines early modern discussions of democracy in the context of a chartered company: namely, the Virginia Company. It examines descriptions of the Company’s constitution and politics as democratic. It focuses, in particular, upon a petition that William Cavendish presented to the Virginia Company assembly defending the democratic constitution of the Company. Cavendish's secretary, Thomas Hobbes, may or may not have assisted with drafting that petition, but he was closely involved in the debates to which it (...) contributed. The discussion, therefore, provides a broader context for debates about the role of democratic ideas in Hobbes’ works. More importantly, however, it shows that sub-state bodies politic in early modern England, such as chartered companies, provided an environment in which political thought, including democracy, could flourish removed from the dangers of national politics. Presents the discovery that Hobbes was a shareholder in both the Virginia Company and its sister organization, the Somer Islands Company. He was granted a share in the former by his employer, William Cavendish in 1622, and attended its meetings regularly over the following two years. The essay explores the internal politics of the Virginia Company during this period and discusses the ways in which Hobbes may have been influenced by this experience.

Virginia Woolf, in A Room of One’s Own, asked why there were no women writers before 1800. If she had been thinking about philosophers instead of writers in the traditional women’s areas of plays and fiction, she might have asked why there were no women philosophers at all, for I suspect that most people would find it very hard to name a woman philosopher before the present day. To help her in answering her question, she invented a fictional character, (...) Judith Shakespeare, a sister to William Shakespeare. The conditions of Judith’s life made it impossible for her to write, and so Woolf speculated that the women who would have been writers did not lead the kinds of lives that permitted them to realize their talents. Woolf’s image of Judith Shakespeare is a very powerful one but her speculation is only half right. There undoubtedly were many women in the past who would have been talented writers or philosophers if their lives had been different, but Judith Shakespeare’s image can also blot out our knowledge of women who, contrary to Woolf’s speculation, did exist and did write. Indeed, we know now there were even women who wrote philosophy. These women were in many ways exceptional, for Woolf is quite right that most women did not live either with enough privacy or with enough income to allow them to write. Often, they were members of the aristocracy, whose position enabled them to behave eccentrically, sometimes to be able to demand privacy, and sometimes to be able to invite contacts with leading intellectuals. Quite often, these women were childless, which in an age before birth control made them exceptions to the general rule, and at a time when many women were bearing their last child in their forties, was the only thing that could have given them private time. Nevertheless, research in the last ten or fifteen years has uncovered the work of quite a number of these women: for example, Princess Elizabeth of Bohemia, the Electress Sophie, Queen Christina of Sweden, Queen Sophie Charlotte of Prussia, Anne, Lady Conway, Mary Astell, Damaris, Lady Masham, Catharine Trotter Cockburn, Emilie du Chatelet, Catherine Macaulay, Lady Mary Shepherd, and many more. Woolf’s question then comes up again in a slightly different form. Why is it that the work of these women was for so long unknown? Why do so many people even today remain ignorant of the existence of women philosophers before the present day? I am not going to answer this question directly; in fact, I suspect it has multiple answers. Instead, I am going to present a case study from amongst all the cases of all of these women. I hope by considering the history of this woman, and, in particular, considering the way in which she was read, it will be possible to gain some insights into the ways in which women have failed to be incorporated into philosophical history. The woman I am going to discuss is Lady Mary Shepherd. Mary Shepherd actually falls outside of Woolf’s target date of 1800, since she flourished in the first half of the nineteenth century, but this merely reflects my point about the greater ignorance that prevails about women in philosophy. William James wrote about varieties of religious experience (See http://etext.virginia.edu/toc/modeng/public/JamVari.html) but I don't know of anyone who has documented the varieties of atheism. Unlike James I don't here attempt to collect data about what atheists say and do, and how they came by their atheism. This is, instead, an analytical paper describing how various sorts of atheistic position can arise in opposition to various sorts of theistic position. Clarity about this could help to make debates about atheism and theism (...) more fruitful. -/- This document attempts to make clear that there are several forms of atheism, of varying ’strength’ in their opposition to theism, and that there are several types of theism to which each type of atheism can be opposed. Ordinarily when someone tells us something about her beliefs, desires or intentions, we presume she is right. According to standard views, this deferential trust is justified on the basis of certain epistemic properties of her assertion. In this paper, I offer a non-epistemic account of deference. I first motivate the account by noting two asymmetries between the kind of deference we show psychological self-ascriptions and the kind we grant to epistemic experts more generally. I then propose a novel agency-based account (...) of deference. Drawing on recent work on self-knowledge, I argue that a person normally has a distinctive type of cognitive agency; specifically she is able to constitute her psychological attitudes by making judgments about what they ought to be. I then argue that a speaker expresses this agentive authority when she self-ascribes a psychological attitude and this is what justifies deferentially trusting what she says. Because the notion of expression plays a central role in this account, I contrast it with recent neo-expressivist theories. (shrink)

According to the perceptual model, our knowledge of others' minds is a form of perceptual knowledge. We know, for example, that Jones is angry because we can literally see that he is. In this essay, I argue that mental states do not have the kind of distinctive looks that could sufficiently justify perceptual knowledge of others’ mentality. I present a puzzle that can arise with respect to mental states that I claim does not arise for non-mental properties like being an (...) apple and argue that this is explained by the fact that the looks of non-mental properties adhere to a certain explanatory principle that does not hold for mental states. This shows, I argue, that, even if we think mental states do have looks, these cannot offer sufficient grounds for perceptual knowledge of others' minds. In the final section of the essay, I suggest an alternative way of thinking about our knowledge of others' minds and about the sorts of looks or appearances that might be associated with mental states. This essay presents a new account of thought insertion. Prevailing views in both philosophy and cognitive science tend to characterize the experience of thought insertion as missing or lacking some element, such as a ‘sense of agency’, found in ordinary first-person awareness of one's own thoughts. By contrast, I propose that, rather than lacking something, experiences of thought insertion have an additional feature not present in ordinary conscious experiences of one's own thoughts. More specifically, I claim that the structure of (...) an experience of thought insertion consists of two distinct elements: a state of ordinary first-person awareness and a sense that this state of awareness is highly unusual. In addition to modeling the experience of thought insertion, I also explain how a delusional pattern of thinking could lead someone who has this kind of experience to adopt a belief that some other entity is inserting thoughts into her mind. Finally, I briefly sketch a neurocomputational framework that could be developed to explain the sense that one's state of first-person awareness is highly irregular. (shrink)

The Capgras delusion is a condition in which a person believes that an imposter has replaced some close friend or relative. Recent theorists have appealed to Bayesianism to help explain both why a subject with the Capgras delusion adopts this delusional belief and why it persists despite counter-evidence. The Bayesian approach is useful for addressing these questions; however, the main proposal of this essay is that Capgras subjects also have a delusional conception of epistemic possibility, more specifically, they think more (...) things are possible, given what is known, than non-delusional subjects do. I argue that this is a central way in which their thinking departs from ordinary cognition and that it cannot be characterized in Bayesian terms. In both cognitive science and philosophy, many theorists have recently appealed to a predictive processing framework to offer explanations of why certain individuals form delusional beliefs. One aim of this essay will be to illustrate how one could plausibly develop a predictive processing account in different ways to account for the onset of different kinds of delusions. However, the second aim of this essay will be to discuss two significant limitations of the predictive processing framework. First, I shall draw on (...) the structure of explanatory why-questions to argue that predictive processing theories can only partially explain the formation of delusional beliefs. Second, I shall argue that predictive processing theories cannot explain how implausible delusional hypotheses are generated. Yet understanding why an agent even generates a delusional hypothesis is a crucial step to understanding why she eventually comes to believe it. The final section of the essay presents three alternative ways the process of hypothesis generation might be functionally divergent in cases of delusional cognition. (shrink)

Many philosophers hold constitutive theories of self-knowledge in the sense that they think either that a person’s psychological states depend upon her having true beliefs about them, or that a person’s believing that she is in a particular psychological state depends upon her actually being in that state. One way to support this type of view can be found in Shoemaker’s well-known argument that an absurd condition, which he calls “self-blindness”, would be possible if a subject’s psychological states and her (...) higher-order beliefs about them were wholly distinct existences. A second reason to endorse a constitutive theory is the widespread conviction that first-person access is epistemically special. In this essay, I shall argue that even if self-blindness is impossible, the best explanation for this does not deny that a person’s psychological states are wholly distinct from her beliefs about them. I shall then attempt to account for the epistemic distinctiveness of first-person access on the basis of fundamental features of rational cognition. One advantage of this account over constitutive theories of self-knowledge is that it is better placed to explain our fallibility and ignorance. (shrink)
